The United Kingdom and the United States have hammered out a major trade agreement that will maintain zero tariffs on UK drug products entering the US market.

Key Provisions of the Accord

Under the terms of the agreement, the UK has committed to increase expenditure on pharmaceuticals through the National Health Service (NHS). This commitment ensures that duties on these key exports will stay at nothing for a period of the next three years.

This development comes after previous warnings to dramatically increase duties on patented drug imports, with increases floated up to one hundred percent.

"This agreement with the United Kingdom bolsters the global environment for new treatments and establishes much-needed balance to American-British drug exports," a statement declared.

Commercial Significance

Pharmaceuticals represent one of the Britain's most significant exports to the United States, which is easily the largest destination for major companies like GSK and AstraZeneca.

Export figures reveal that in the year prior to last September, the UK exported pharmaceutical products worth £11.1bn to the US. This value made up a significant portion of British export trade in that span.

"This deal safeguards jobs, increases funding and facilitates the UK to establish itself as a worldwide center for life sciences," the Business and Trade Secretary commented.

Detailed British Pledges

The agreement includes several specific pledges from the UK:

  • Revised Affordability Limit: The UK will lift the price threshold at which it deems new therapies to be prohibitively costly by a quarter.
  • Boosted Medicine Funding: There is a goal to double overall NHS spending on drugs from 0.3 percent of the national economy to 0.6 percent over the coming ten years.
  • Refund Ceiling: The amount pharmaceutical firms must pay back to the NHS to prevent overspending will be restricted at 15%. In the past, rebates topped twenty percent.

Broader Context

This agreement follows a ongoing tension between the pharmaceutical industry and the ministers over drug pricing and approval rates.

These tensions were heightened by arguments that American customers were paying significantly more for the identical medicines than people in the Britain and the EU.

Over the last 18 months, several major drug company projects in the UK have been halted or abandoned, while major expansions have been directed toward projects in the United States.

The Science Minister acknowledged that the NHS must increase expenditure on treatments, noting that its budget allocation on drugs had decreased as a share of its resources over the past decade.
