AI Chatbots Deliver ‘Misleading and Partial’ Voting Advice, Claims Netherlands Regulator

AI chatbots have been shown to be “unreliable and clearly biased” when providing election recommendations, the Netherlands’ data watchdog has reported, raising alarms about a potential threat to democratic processes just over a week before the country’s general election.

Study Shows Consistent Bias in Chatbot Recommendations

The four chatbots evaluated by the AP “frequently recommend identical two parties”, irrespective of the user’s question or command, the regulator noted in a report published ahead of the late October vote.

For over 50% of instances, the AI recommended either the far-right Freedom party (PVV) of Geert Wilders or the leftwing GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Certain groups, such as the centre-right CDA, “are almost never mentioned”, despite the fact that the user’s input exactly matches the stances of these political entities, the study indicated.

Official Warns Against Relying on AI Assistants for Election Advice

The deputy head of the data protection agency, the official Monique Verdier, commented that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Citizens were being steered toward a party that did not necessarily align with their ideological beliefs, she added.

“This immediately affects a fundamental pillar of democracy: the honesty of open and just votes,” said Verdier. “We therefore warn against using AI chatbots for voting advice, as their functioning is opaque and difficult to verify.”

Election Context and Party Dynamics

The Dutch head to the polls on 29 October in an electoral contest that will be closely watched across the continent for the showing of the PVV.

The right-leaning group of Wilders is leading the polls but the gap to the left-wing and centre-right parties appears to be narrowing, with many voters still undecided.

Every significant political faction have rejected a coalition with the Freedom party, implying the runner-up party is highly probable to provide the next prime minister.

Inadvertent Prejudice Linked to Chatbot Functioning

The AP emphasised that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a consequence of the way AI chatbots operate.
